Gilroy / Local guide

Before you compare bids in Gilroy

  • Ask every contractor which items in the table they are actually including. Some bids leave out drawings, Title 24 forms or the GO Permit filing.
  • Check that the bid says who requests inspections and who answers City plan-review comments.
  • For exterior work, confirm whether anyone has checked the property's zoning for a historic combining district.
  • For driveways, check that the right-of-way approach and its encroachment permit are listed separately from the private driveway.

The City's 2023–2031 Housing Element counted 11,739 single-family detached homes in 2021, almost 70% of the housing stock. About 56.2% of units were built before 1990, and 19.9% before 1970.

Gilroy / Design & permits

Design, drawings and Gilroy permits are part of the service

Every R&B service in Gilroy includes design, construction drawings and permitting. Permits come from the City of Gilroy Building & Safety Division, 7351 Rosanna Street (408-846-0451). Since June 19, 2023, new permits have been handled on GO Permit, the City's online system for submitting Building, Planning, Engineering Encroachment and Fire permit applications, tracking plan review and scheduling inspections. We set up the record, upload the set and respond to comments. Read how we manage permits in Gilroy.

Gilroy / Energy code

2026 energy code, briefly

Gilroy has adopted the 2025 California Building Standards Codes with local amendments, including the 2025 Energy Code, which applies to additions and alterations. The state emphasizes heat pumps in this cycle. If the furnace or AC is replaced as part of a remodel, Energy Commission guidance says most such alterations need field verification by an ECC rater. We list that on the plans so it's scheduled, not discovered late.

Gilroy / Roofing

Roofing in Gilroy

Gilroy's Building Division lists re-roofing among the projects that require a permit, and the City has a dedicated re-roof permit page. Like every other Gilroy application, the re-roof permit is filed on GO Permit.

Gilroy / Driveways

Concrete driveways

  • On your lot: driveway removal and replacement on private property.
  • At the street: work on the approach, curb or sidewalk needs a City Engineering Encroachment permit, applied for on GO Permit.
  • Included: the site plan and right-of-way drawing, the GO Permit application and inspection scheduling.

We confirm driveway-approach dimensions and stormwater requirements with Gilroy Engineering for each project.

Gilroy remodeling FAQ

Every home is different. Let’s talk through the details of yours.

Through GO Permit, the City's online system for Building, Planning, Engineering Encroachment and Fire permits. We prepare the drawings and handle the application as part of every R&B service in Gilroy.

Does replacing a shower or tub need a permit in Gilroy?

Yes. The Building Division lists shower/tub enclosure replacements among the projects that require a permit.

Do I need a permit to paint my house?

Not for interior painting. For exterior painting, the City asks owners to contact the Planning Division (408-846-0440) first to see which regulations apply.

Is my house in a Gilroy historic district?

Some properties are zoned within historic site or neighborhood combining districts. In those districts, exterior alterations need architectural and site approval, while interior remodels do not. We check zoning before design.
