R&B Master Construction Inc. / Morgan Hill
Your Morgan Hill Remodel, Phase by Phase
From the first walkthrough to the final inspection, here's what happens at each phase in Morgan Hill.
R&B Master Construction Inc. (CSLB #1158657) serves Morgan Hill from our San Jose headquarters. We handle kitchen and bathroom remodels, flooring, painting, whole-home remodels, additions and concrete driveways, and every service includes design, drawings and City permits.
Housing context
Morgan Hill is a younger city than most of the South Bay. The City's draft 2023–2031 Housing Element reports that the largest share of homes, 5,632 units, was built between 1980 and 1999. In 2020, 59% were single-family detached and 17.7% single-family attached. The same document traces much of that growth to the Residential Development Control System, the pacing program voters adopted in 1977. For homeowners, that usually means 25- to 45-year-old houses whose original kitchens, baths and finishes are due for replacement.

The timeline
Phase 0: Decide the scope
What we do: visit, measure and document existing conditions, and sort what you want into "must," "should" and "later."
What the City cares about: whether the work is a kitchen or bath remodel (the City's Simple Plan Check path, reviewed by the Building Division only) or something that adds area or changes the exterior and brings in other departments.
Phase 1: Design
What we do: layouts, fixture and appliance selections, and lighting and electrical plans. For additions and structural changes, our in-house licensed architect provides architectural services.
What the City cares about: completeness. Incomplete or inaccurate applications can be rejected or delayed.
Phase 2: Drawings
What we do: the permit set, Title 24 energy forms and structural calculations where needed.
What the City cares about: the City says each sheet of plans and calculations must be signed by the design professional (digital signatures are acceptable).
Phase 3: Submit
What we do: email the completed permit application and PDF plans to the Building Division at permits@morganhill.ca.gov. The City accepts PDF only, with no JPEGs or photos.
What the City cares about: proof of contractor license and insurance from whoever signs for the permit, or a letter of authorization if an employee signs.
Phase 4: Review
What we do: track status and answer corrections.
What the City cares about: once every reviewing department has commented, the Building Division sends the comments together. Status questions go to 408-778-6480.
Phase 5: Build and inspect
What we do: build to the approved set and book inspections at each stage through the City's eTRAKiT portal.
What the City cares about: inspections matching the approved plans. The inspector signs a Residential Dwelling Occupancy Approval on the card at final inspection.
Phase 6: Close-out
What we do: final walkthrough with you, a punch list worked to completion, and a closeout folder with the approved plan set, the signed inspection card, product and appliance documentation and finish schedules.
What the City cares about: a finaled permit. That record stays with the property in the City's permit history, which you can look up through eTRAKiT. Buyers and lenders often ask for it when the house is sold.
How long is the whole timeline? It depends on scope, and we don't publish estimates we can't stand behind. After the Phase 0 visit we give you a written schedule for your project, with the City review phases shown separately so you can see which parts depend on us and which depend on City Hall.

Morgan Hill / Design & permits
Design, drawings and Morgan Hill permits come with every service
There's no separate "permit package" fee to add on. Design, drawings and permitting are included in every R&B service in Morgan Hill. Building permits are issued by the City of Morgan Hill Building & Fire Prevention Division at the Development Services Center, 17575 Peak Avenue (408-778-6480). Plan submittals go by email as PDFs to permits@morganhill.ca.gov. The City's eTRAKiT online portal handles simple permits such as re-roofs, along with permit lookup and inspection scheduling. The full process is on our page about permits in Morgan Hill.
Morgan Hill / Energy code
Energy code decision point (during Phase 1)
The 2025 California Energy Code applies to 2026 permits for additions and alterations. During design, three decisions affect the Title 24 report:
- Replacing the furnace or AC? The Energy Commission says most HVAC alterations prescriptively require ECC-rater field verification, which has to be scheduled during construction.
- Heat pump or not? This code cycle emphasizes heat pumps for space and water heating, and a heat pump may need its own panel capacity.
- Adding conditioned space? Additions have to meet the code on their own, or use the performance approach with trade-offs.
We settle these before the drawings are finished so Phase 3 isn't delayed.
Morgan Hill / Roofing
Re-roofs in Morgan Hill
Morgan Hill lets contractors apply for re-roof permits online through eTRAKiT, one of the few permit types available there; most other applications go to permits@morganhill.ca.gov as PDFs. The City also publishes Residential Re-Roofing Guidelines and Regulations.

Concrete driveway mini-timeline
- Plan: show the improvements in the public right-of-way and prepare a cost estimate for that work.
- Apply: email the encroachment permit application to the City's engineering technicians (engineeringtechs@morganhill.ca.gov), with a liability insurance certificate and an endorsement naming the City ($1M minimum), contractor license details and a City business license.
- Locate utilities: call 811 for a USA ticket. The permit is valid no earlier than two days after the call.
- Review: the City says to allow up to 10 business days. As of October 2026 the City lists the permit fee at $810.60.
- Inspect: request inspection 48 hours before starting work (408-776-7333).

Morgan Hill remodeling questions
Every home is different. Let’s talk through the details of yours.
What is Morgan Hill's Simple Plan Check?
It's the City's streamlined path for residential kitchen and bathroom remodels, along with solar/EV permits. These need plan review by the Building Division only, not Planning or other departments.
Can I submit paper plans in Morgan Hill?
The City accepts plan submittals as PDFs by email to permits@morganhill.ca.gov. JPEGs and photos are not accepted, and each sheet must be signed by the design professional.
My house was built in the 1990s. What usually needs updating?
Homes from Morgan Hill's 1980–1999 building period are now roughly 25 to 45 years old, so original kitchen and bath finishes, fixtures and HVAC equipment are typical candidates. We check each house rather than assume.
What permit does a new driveway approach need?
An encroachment permit from the City's engineering staff. The City asks you to allow up to 10 business days.
Where is R&B's nearest office to Morgan Hill?
Our headquarters at 84 W Santa Clara St, Suite 700, San Jose.
