The remodel guide is the starting checklist
The Single-Family Residential Remodel guide (opens in a new tab) lists “Garage Conversions” to habitable space or an ADU, including after-the-fact conversions, as a typical job for that guide. A note on the guide says conversion of a garage to habitable space may require prior Planning Division approval and/or replacement of parking spaces. It sends that question to Planning at (408) 866-2140 or planning@campbellca.gov, and to the Planning application checklists. Those are City contacts.
If the project adds floor area rather than staying inside the existing garage, the guide points you to the New Single-Family Residential Construction guide (opens in a new tab) instead. Picking the guide does not approve the work.

The guide says digital submission through MyGovernmentOnline is required. Create an account before the first upload. Building questions about the submittal go to (408) 866-2130 or building@campbellca.gov. Our role, when it is in the contract, is to prepare the conversion scope and the drawing set that matches the guide you actually need.
